Call animal control, and tell them you are worried about the cats giving your children diseases. My parent’s ahole neighbors did that to their two cats one time because they pooped in the rosebushes, and animal control told my parents that if they didn’t keep the cats indoors they were going to take them away. You could also write a letter to the editor of the local newspaper. If you live in an apartment complex, contact the landlord. If you live in a home, call the homeowners association.

No they don’t have to be in kennels, the law says the person needs a ‘kennel license’ to have that many.
If none of the cats are fixed, you can contact the aspca and find out if they do free TNR (neuter for free) and get the cats taken in to get sterilized so there won’t be huge numbers of kittens every year.
If the cats are all on her property, all you can do is still keep contacting the health department about the smell. If the cats are running loose, you can take them in for neutering/spaying, but they’re not your property to give away, sell, euthenize or otherwise do anything harmful to. Spay or neuter would be in the cat’s best interests, so that part is ok.

The woman could be suffering from a mental illness known as ‘hoarding.’ This is a real mental issue, not just the ‘crazy cat lady’ syndrome. Call the board of Health and tell them your concerns. Also do some research on cheap spay/neuter for your state because if these cats keep going there will be 60 next year, 100 the next, etc. If you can find a program that will assist with trapping kittens to be adopted + s/n the adults, then the woman can keep a few but not be overwhelmed.

They may be able to help you find programs in your area. Good Luck
