I always get the thumbs down for this (probably because Purina makes such crappy foods), but the Purina Care plan seems like the best to me:http://www.purinacare.com/plan_overview.aspx
VPI is probably the most popular, though. You may want to speak with your vet about which ones he/she has noticed cover the best. The thing I like about Purina Care is that they are the only one I have seen that actually covers genetic conditions (like hip dysplasia)…they don’t have such a long list of things that they WON’T pay for.

Do a search on the web and ask if they carry any specific dog health insurance that you’re looking for. Most of them can provide you with free initial consultation.

The best place to start is http://www.petinsurancereview.com . It’s a third party rating site where actual customers post reviews on the companies. You can quickly learn what people like and dislike about each company.
I personally chose Trupanion because they were the most straight forward and fair company. They don’t have benefits schedules which means they cover 90% of the actual bill, no matter what the bill is. They also don’t increase your premium as your pet gets older. Plus, no claim limits or annual limits, just a lifetime limit.
I have already submitted a small claim for gastroenteritis and it was paid in about a week, so I’m pleased with the company so far.
Words of advice: watch out for companies with benefits schedules/ list of customary fees. And skip on “routine coverage” as it usually costs you more to go through the insurance company than to pay it yourself.
