Well, here in Michigan, only an assistance dog is allowed in a Supermarket, restaurant or just about any other store besides pet specialty stores. To my best of knowledge this is true throughout the US at least.
I think the place that told you the bag would allow you to take the puppy anywhere you pleased is the one that lied to you, not the store. It might be able to be used for small dogs on an airplane as a carry on piece, but that's about it. Sounds like they wanted to make a sale and they told you anything to do that.

I wouldnt want to buy my food in a place where there's been a dog either. I think pets are best left at home or taken to pet's mart, not the grocery store. If the dog is not a seeing eye dog, then it should be at home

I wouldn't want to shop somewhere that dogs were being carried around in carriers.
What happens if the dog pees and it leaks on the floor?
What happens if the dog has fleas and they infest the produce?
What about pet dander that will be introduced into the environment?
Before you say, "My dog..." think about EVERY dog.
What if someone else was carrying a dog in a "sub-standard" carrier that did have fleas and ticks and worms? A dog that had never been bathed or properly trained and peed and pooped everywhere? It would be best if the supermarket decided that dogs were inappropriate for shopping than to start trying to make decisions based on the owners "assurances".

Are you serious? I have two dogs that I treat like my children and would never dream of trying to bring them in a grocery store. What a lack of respect for the other shoppers. Some people are scared of dogs, some are allergic, some just don't want some strange dog hanging over the fruits and produce...and since when do carrier bags have environmental requirements?

In places that sell or serve fresh produce, animals of any kind are prohibited.
Reasons include fur from the pet getting in food, if a pet was roaming freely they may mess or lick things.
I think its just a general rule, if they let you bring in your dog, even though its in a special carry bag, it may leave them open to other people trying to bend the rules with their pets, not to mention the complaints from the customers, i certainly wouldnt want a dog near where i am eating or getting food.
I know you thought you were doing the right thing, but the rules set are very real and an establishment who breaks these very strick rules could get in very serious trouble.
Best not to argue with them, they dont set the rules, they just follow them.

Duh..... the bag meets "health and safety standards" for the DOG'S WELL BEING!!!
That does NOT mean you get to take the doggy in places where they are prohibited.
(1) Your dog can not go any place where the owner says they can not
(2) Without fail, in every jurisdiction in the US, dogs cats - animals are prohibited in places that serve food, prepare food, sell food or provide medical care got humans.
If they allow the animals in, they get cited by the local halth department and could be shut down.
If you don't believe it call your county health department.
The only animals that are allowed in the those places are Service Animals - animals that are trained to provide a service for a person with a disability. (Americans With Disbilities ACt.)
Where have you been ? Another planet? That is the way it has been for many decades (as in over 5 decades or more)
DON'T TAKE THE DOG PLACES IT CAN'T GO IF YOU CAN'T SAFELY LEAVE IT IN THE CAR WITH AIR CONDITIONING OR THE WINDOWS DOWN
The poster above - that Gracie - is a few bricks short of a load.

Doesn't matter - the supermarket has the right to refuse service to anyone they wish. They are a private business. if they don't want the dog in there then they have every right to not allow her entry!

I don't want peoples dogs where I buy my food! That is disgusting! Just think if a bunch of people did it, and some of them were big wild hairy drooley flea, tick and disease infested things. I love my dogs, but if I saw one in the grocery store, I would complain.
Gracie - "because you forced me to confine my harmless dog to the car I will sue you"
That would never hold up in a courtroom, you have other choices, like just taking it home! BTW many dogs actually LIKE being in the car.
